“I want to develop/port a PHP app”

You have a few options. Port an existing PHP app that has not been made to run on Windows ® & IIS or Windows Azure Cloud before, or write a new app using PHP specifically for Windows /IIS or the Windows Azure Cloud. You could also contribute to an existing open-source project of your choice and enable it on Windows/IIS or Windows Azure.
